Cease Fire: Terrorist re-armament opportunity
Containment: Appeasement of terrorist dictators in order to defer solving the problem until the next administration
Civilian casualties: What you get accidentally, in small numbers, when trying to destroy an enemy whose primary goal is to achieve this in large numbers.
Coercive interrogations: Rude treatment of terrorists who are trying to kill you and destroy civilization
Cycle of Violence: What you have when one side is prevented from winning decisively
Geneva Conventions: A set of treaties related to armed conflicts which specifies obligations of the signers while guaranteeing rights, without the obligations, for those who don’t sign the treaties or meet any of their requirements
Human Rights Violation: When a nation stops sending food and medicine to a nation which is not distributing the food and medicine to its citizens anyway
Mass Graves: Permanent gatherings of pacifists, disarmed civilians, peace negotiators and those relying on the United Nations for security
Multinational Force: An army basically consisting of American soldiers
Measured Response/Proportionality/Restraint: Strategies by which militarily powerful democracies can lose to terrorists and insure a continuing cycle of violence
Moral Equivalence: When Entity A accidentally kills civilians because Entity B hides in and fires missiles from civilian homes. Holds true even if Entity A warns civilians before attacking, apologizes afterwards and gains nothing by civilian deaths except for bad press - note that Entity B gives no warning, no apology and in fact benefits from civilian deaths.
Multilateral Engagement: Apparent (but not actual) delaying of conflict by waiting for consensus which never comes
Nazi/fascist/modern-day Hitler: Used to describe democratic nations (and their leaders) when they try to defeat terrorist dictatorships whose goal is to destroy Jews.
Negotiations: Discussions designed to prevent resolution of conflicts or at least delay until the next administration
Peace: The absence of serious action against terrorism
Peace Talks: Discussions designed to allow terrorists time to develop and obtain new weapons

Peace Treaty: An agreement between civilized nations and terrorist entities that gives the former a feeling of accomplishment and the latter time to develop and obtain new weapons
Peacekeepers: Unarmed observers working in multinational teams that report on violations of agreements. Also see : Sitting Ducks
Religious tolerance: Open-minded attitude required when dealing with religions that routinely behead infidels, treat women like dogs and call for destruction of certain democratic countries

Torture: Something that you would consider ‘getting off easy’ if done to you when captured by terrorists
UN Resolution: A mandate directed toward a terrorist nation, which, since it is not backed by force, becomes a request, guideline or suggestion
